looks like a processed paper product - like the stuff they use at Disneyland when wrapping collectables.

But it's a compressed stack, instead of the rolls they use for wrapping.

Then the stack is carved on the exterior into the shape of the bust (possibly even machined out)

It puts me in mind of the honeycomb paper decorations my mom used when I was a kid. But on a much grander scale.
